I ran the RAT (Release Audit Tool) over the codebase in preparation for
Jena 2.10.0.
I fixed up files with missing Licenses except one that has a copyright
statement in it ....
Rob - could you attend to:
jena-core/src/test/java/com/hp/hpl/jena/reasoner/rulesys/test/TestRuleLoader.java

Other than that, it's the usual suspects, and we look to be sufficiently
clean for the release. The files caught by the audit are the numerous
small testing files and also material from W3C WG's that is W3C license
(and not usually marked as such).
