Route 3 got simplified a while back, the ASF now assumes that any patch
submitted via JIRA/mailing list is implicitly contributed to Apache unless the
submitter explicitly states otherwise. So if SAP is not yet ready to
officially submit this patch you just need to make a comment to that effect for
the time being. You can make a subsequent comment retracting that at a later
date when SAP are ready to officially submit the patch.
Route 3 is the easiest if SAP are happy with it, Route 1/2 may be preferable to
your legal department if they want to have some more formal record of the
contribution. For Route 1 only an ICLA is legally necessary because it
includes clauses stating that if work being contributed was carried out on
employer time you have the necessary approvals to contribute it, though SAP may
optionally provide a CCLA if they wish.
BTW If you can point me to any documentation on the Apache website that still
mentions the JIRA tick box that would be useful since that documentation needs
to be updated appropriately and I can do it myself/notify the appropriate
people.
