There's a repo in Scratch: https://svn.apache.org/repos/asf/jena/Scratch/Eyeball/trunk with the end-of-2012 Eyeball code in it. The plan was to kick this into shape and put it appropriately into the main repo. Once we have an as-it-stands Eyeball we could think about suitable extensions (and taking account of the validation stuff that Mike Grove pointed to). Let the kicking commence ...
