One thought to make the release reviewing easier ...
If the vote message has a list of dependency changes (inc version) from
the last release, then often that's no change or minor version updates.
Knowing where the changes would make checking easier. It should be as
easy as diff'ing jena-parent pom or two runs of mvn dependency:???

Outline:
* release Jena 2.11.2
* throw the big java6/7 switch
- do some clearing up (small scale stuff, warnings etc)
* Final RDF 1.1 isms.
* wait (about a month?) to see if anything nasty crawls out
* release Jena 2.12.0
