That makes sense. I will close this ticket and create another more specific to
the course of action outlined above. In the future, as the codebase changes
shape and evolves, it might be possible to cross-include {{tdbloader2}} (or
TDB2 may change the whole population of desirable utilities) and we can always
revisit this issue.
