There are advantages to installers vs. native packages, mainly:

- Ability to install multiple times, in different prefixes, to
maintain different environments
- Ability to install as a regular user
- Ability to ask questions / guide the user during installation

Some native package managers (including rpm) do allow relocation, but
you get the idea. The above advantages may or may not apply to JRuby
installer. In any case they are not exclusive, you can provide both
and let the end-user decide (or just provide the package for Mac and
installer for other platforms)
