I know for the Pax Url config (it's what I did ;)).
My concern was more to allow users the tune configuration before
installing the features.
I'm agree that war features is "optional" and that we don't have to
include all artifacts in the Karaf system repo (like the jetty bundles
for instance). But it means that the jetty config file will by
downloaded and war feature installed in the same time and the user can't
not really tune jetty config.
Let discuss on IRC about that, outside this vote thread ;)

This file is present on the maven repo:
https://repository.apache.org/content/repositories/orgapachekaraf-003/org/apache/karaf/apache-karaf/2.2.2/apache-karaf-2.2.2-jettyconfig.xml
but it should be included in the Karaf system repo.
The assembly should be updated to copy the jetty config file in the
/system folder.
I will raise a Jira and fix that for next release.
