Ah ok .. so the problem will not be present when the release is out.
I think then the only problem is that you either need an internet
connection or copy the file to system manually. I think that is no
big issue.

This file is present on the maven repo:
https://repository.apache.org/content/repositories/orgapachekaraf-003/org/apache/karaf/apache-karaf/2.2.2/apache-karaf-2.2.2-jettyconfig.xml
but it should be included in the Karaf system repo.
The assembly should be updated to copy the jetty config file in the
/system folder.
I will raise a Jira and fix that for next release.
