I have tested with the talend esb features and probably found the same
problem:
karaf@root> features:install tesb-sam-agent
Error executing command: URL
[mvn:org.apache.karaf/apache-karaf/2.2.2/xml/jettyconfig] could not be
resolved.
So what is the workaround for this?

the installation of the war feature doesn't work directly:

This file is present on the maven repo:
https://repository.apache.org/content/repositories/orgapachekaraf-003/org/apache/karaf/apache-karaf/2.2.2/apache-karaf-2.2.2-jettyconfig.xml
but it should be included in the Karaf system repo.
The assembly should be updated to copy the jetty config file in the
/system folder.
I will raise a Jira and fix that for next release.
