Roland, Documentation is definitely a good thing for a project to work on and your highlighting of the need for installation instructions for a wider range of environments tallies nicely with goal CD30 on the Apache project maturity goals [1].
But that notwithstanding, do you think that documentation is a requirement for graduation from incubation as top-level project? It seems to me that it is not described as such on the graduation guidelines [2] and that the goal of incubation is for the project to learn how to make Apache releases, not so much to finish the software or documentation.
