Yes. The en-US strings are provided in the language-neutral xcu files as fallback.

Sounds very unusual. It works for me with a German m71s1-based build. Looking at our copy of the Dutch xcu file, there are close to no translations, so I can't test that.
I assume that you merged the translations yourself? Maybe something went wrong there.
If you mail me the res/nl/..../GenericCommands.xcu I could have a look at it.
Can you update to a more recent milestone?
