No, it is a bug related to rendering of subscript and superscript signs 
in CTL languages. It has been detected in Khmer and Devanagari script

It seems to be related to font table managment in the 2.6 version of iCU. 

With the Native Windows installer, OOo cannot be directly installed in
languages that are not recognised by the Windows system
   

I didn't know that so far, but why am I not really surprised now..
 

Actually, it does make sense:
- The installer has to mandatorily be in the language of the application.
- If windows does not recognise the language, it does not know what font 
to use to display things in the installer.

We are working on the way around. From what I am getting at the 
installation list, it looks like we will be able to build a bi-lingual 
application English-Khmer, do the installation in English and (in a 
private build), set the default UI language (and other settings I hope) 
to Khmer. This should behave pretty much like a Khmer build, except for 
the English installation and the additional 15 megabytes.
