For localization please follow the guidelines available at http://l10n.openoffice.org/L10N_Framework/index.html (choose OOo2.x over OOo1.x) and http://www.khmeros.info/tools/index.html Note that the latter is a yet unfinished work-in-progress documentation, but it provides much insight and is very detailed.
