As far as I know, there are some, but they are incomplete (we now have
then in VCL.xcu for Dzongkha language in OOo 2.0).. Work on new fonts is
being done in Bhutan.
As the name of the font would he hard-coded, we should probably wait to
establish glyph fallback for Tibetan until there is a good free font
available.
