I plan to do the upgrade to 3.4 in a CWS, probably not before September/October, and make a build of that CWS publicly available for testing. After that, when for example Tibetan/Dzongkha hopefully will be included in ICU 3.6 or 3.8 or so, switching to 3.6 in the same CWS, or later minor ICU versions in a newer milestone, should be almost a no-brainer, IMHO.. If things go well we might even be able to merge the CWS into a branch scheduled for OOo2.1 or whatever release may come up next then, but that's currently somewhat far-fetched.
