Dwayne : obviously we will need to have the locale data for all those
Suoth African locales if we are going to put them into CLDR. I'll come
back to you when I'm fixing this bug if I have any questions

In addition to the South African languages already mentioned by Dwayne,
which btw do not all have locale data yet, I added some more that
arrived with CWS localedata5 in m121.
