You're perfectly right.
You can't place an arbitrary locale data file there. The locale data has to be compiled into a shared library.

What locale are we talking of here, anyway? For new locales we'll probably have to assign a MS-LCID value and define the corresponding mapping to the ISO codes as well.
My locale is fr_FR. The decimal separator is "," and the thousands separator is " ". I really need to change the "," decimal separator into a "." separator, and it seems it's impossible except if I recompile a shared library. I unfortunately have no ability to do such a thing. Is there any other way to have what I need ? Do you think somebody could compile the needed shared library for me ?
