Is this just for data input, or does the display also have to have a
period for a decimal?
If the former, then
i) Does Virgule change the appropriate key?
If not, can you use a virtual keyboard for input, swapping the comma
and full stop?
[Or creating a custom virtual numeric keyboard  [u=4, o=6, p=+, m=0,] etc.

BTW, if the decimal separator and the group separator use the same
glyph, there will be random data loss, amongst other (probably
unwanted) side effects.
