Girard, I strongly suggest you get in touch with Eric Pareja, who is team leader for Tagalog in other major projects. I've always found him very helpful and pleasant.
Starting a new language project in OpenOffice.org is a big effort: you don't want to be doing it on your own. Eric can advise you, at least.
I think you do need to sub to the lingucomponent list to discuss spellcheckers in any detail. But this is the main l10n list, for general translation issues. You need to join the Native-Language Confederation list to talk about setting up a language project, and multicultural community issues.
Please read the project pages I mentioned in my previous email, and look at the steps you need to go through to create a new project, get a language supported, and get a spellchecking dictionary supported. I think you would need to do the first two, to be able to do the third.
Some of us have recently been through these processes, so we can add our advice as you go.
