Is it a technical issue? If I may add my opinion, having full install set make it easier for adoption. From what I remember of the old time of SO versions, the FR one didn't have the help in French but in English, however it helps us to build a community around the product to support each other using it. I think having a 100% GUI translated and QA done on the RC should allow to have a full build in the language.
