I usually provide Developer Snapshot builds as en-US only and language
packs for de, fr and ja to allow to test the topic localization in
general. Sometimes I upload other localizations as language packs on
request.

When releasing a Release Candidate I upload full builds that have the
following criteria:

at least 80% of the user interface has been translated
at least 80% of help content has been translated
localizations that don't release regularily will not be released

Additionaly all localizations that have at least 80% of the user
interface translated will have a language pack uploaded with the first
release candidate.
