No, QATrack is still absolutely in use: you won't be able to publish a release without it being marked as approved in QATrack (by you or the responsible person for Slovenian). Anyway, there is little need for localizing QATrack is you are managing it yourself: it is more an internal tool and you will mainly use it to submit builds and to maintain their status (from Untested to In test, to Approved, to Distributed).
