guidelines.xml but please discuss major changes.
since we started with something which we haven't agreed yet and has not
started with
a blank paper, I suggest that people just put in their opinion, without
deleting others opinions,
whereas I don't see any reasons to discuss these opinions at the moment,
but rather at a later stage.
Otherwise we should start with a blank paper ...
