Well, these are guidelines, not rigid rules. But Sourceforge does make an 
effort to avoid non-software projects. I tried to get a documentation 
project there once, and was rejected. But Savannah accepted it. I think 
it's better to look for someone who is initially more keen on hosting your 
project, than to convince someone to stretch a guideline for you.
