Yes, I did do that. They have MySpell/Ispell in Galician language for 
instance. I am still working on it, now the issue has been assigned to 
somebody else, let's see.
I have also applied to savannah, but did not get a response yet.

I found that it helps to list in your proposal what similar projects 
SourceForge is already hosting.  For instance, they first rejected my 
project proposal (a design pattern package for Python) using their 
canned response.  After I explained that they were already hosting 
similar projects for other programming languages (and Python, for that 
matter), they had no problem approving it.
