Perhaps it would be useful to rather factor out keyboard information -
it is only in certain cases related to the language. What should be the
keyboard entry for English? It is typed on so many layouts. For other
languages there are different keyboard layouts available. In a
multilingual setup (where spell checking is very much appreciated for
one's weaker languages) one might not have the same keyboard layout as
the majority of the language users.

As we refine our South African keyboard layout to enable typing in all
11 official languages, it would perhaps be better if the keyboard
information is separate from the language information. But people might
still prefer to use US, US_INTL or something else.

Ideally I believe we must try to retrieve the information from the
operating system if it is possible. Obviously this is much harder work
for only a little more gain.
