If SUN and/or OO.o wanted to move hunspell dicts to a neutral ground, in the hope of getting people not interested in OO.o to contribute, I'd advise targeting freedesktop.org. But for this move to succeed the contribution should include manpower to make the project survive its first years (not just a file archive), and an understanding this kind of contribution would probably never totally stop, just be joined by others.
Just a side note: the problem is definitely not only about spelling dictionaries (supported hunspell) but also thesauri and hyphenation patterns. Unfortunately, other apps do not seem to be interested in them - I contacted abiWord developers but their aiksaurus engine seems to be completely abandoned and there is no way to contribute to their project. KOffice seems to use a vastly simpler format (that results in poorer data). And hyphenation patterns are even more specific for OOo. So in the end, moving only hunspell dicts to a neutral ground is not a good idea when other dicts stay dispersed as they are right now.
Of course, I can think of a thesaurus extension for Thunderbird or something like that (but I won't have time to implement it), but as it is now - OOo is pretty much the only app that is able to use such data at all.
To sum up, there seems to be no reason to move to "neutral ground" if there is nobody else in town. We just need a decent hosting for that, and I'm sure one of our partners can provide it, especially if the files would be mirrored and accessed via bouncer anyway.
