The Vietnamese SpellChecker OXT extension for OpenOffice3 has been
released here:

That was either Laurent or me, you don't need an issue for that. But that
doesn't mean your dictionary will become part of any OOo build, it's just
relevant for DicOOo (i.e. OOo 2.x).
