Hi, I'm new in this forum, please can anybody assist me on how to use hunspell package in either cygwin or ubuntu (linux)

Please do let me know if you get any more information. I'm particularly concerned that v3 Beta is already with us and there seem to be very few dictionaries on the web site you sent me. In particular there are no dictionaries for most European languages, most Middle East languages (Arabic, hHebrew, ...), most variations of English (British, Australian etc, who all want our/their dictionaries) and so on.
