Thanks Snake, good stuff, but "However, the jsessionid is always created as
a non-persistent cookie."  So it's not going to stop someone coming back and
creating a second registration.

Currently, to keep a user barred I'm using the CFID/CFtoken pair, but this
doesn't seem to be viable.
