This finds commented out cfdumps, is that right?

I think he wanted non commented out ones.

Why won't this work?

(<!---\s*?){0}<cfdump.*?>(\s*?--->){0}

It's the (<!---\s*?){0} bit that I'm confused about. I thought this might
work as a way to negate a block of text. Any ideas?

I haven't tested exhaustively, but this passes both your specified
tests:

(?!<!---.*)<cfdump var="[^"]+">(?!.*--->)

You'd have to tweak it a bit to work with multi-lined comment blocks.
