Noooo. It finds ones that AREN'T commented out. Try it.

Because (<!---\s*?){0} matches zero characters. Which pretty much
matches everything, including the zero-character space immediately
before the <cfdump>.
You need to use a negative look-ahead, which really does the brain in at
first (well: I'm still waiting for them not to do my brain in, actually
;-)
