We had the same problem and ended up using DecimalFormat for a while and the reinstalled the Windows box later. Setting up all Regional Settings in Admin Panel to English (UK) but that fine if it's 1 box per application.
If you are trying to host on a shared box then use Decimal Format and put the pound sign yourself of just use LSCurrencyFormat with "non" instead of "local".
