proxy or web server configured to force caching of requests?

Just a quick question...

When does this come up?  I have checked w3.org and it says that when the
client sends a:

If-Modified-Since: <date>

Header in the request, it will respond with a 304 if the page has not been
modified since that date.  This is useful for caching except, that I am
getting this response (304) for a page without that header being sent...

Any ideas why?
