I take it your refering to  Sandbox secuirty  ?
You might want to check what else you have disabled and ensured that 
the application its self has access to the recources

Nuts.... I'm still getting this

 The following is the internal exception message: access denied
 (coldfusion.runtime.FunctionPermission createobject

even after enabling createObject and cfObjectCache (just to see if they
made any difference).
