Think so -- it's set up like this:

Local info
Site Name Fairbanks Development
Local Root Folder Path to Web Root on local machine
Default Images blank
HTTP Address http://fairbanks/

Remote Info
Access None

Testing Server
Server Model ColdFusion
Contains DWMX Pages Only
Access Local/Network
Testing Server Folder Same as Local Root Folder above
URL Prefix http://fairbanks/

Any of that seem way off? There is no staging server, so I followed PJs
directions of putting the same details in the testing server as in the
local server.

BTW, my cfmodules and cfincludes are not below the web root so they
can't be called directly in the browser. The directory structure is like
this:

/SiteName
  /Development
/CF Root (contains modules and includes)
    /Web Root

The header and footer are cfmodules that are stored beneath the CF Root.
Could that be why they aren't being displayed properly in DWMX?

Thanks
