can't do 1.  The form is built dynamically, and form fields could be
anything. sort of like:
<cfoutput query="getFields">
     <cfswitch expression="#getFields.Fieldtype#">
          <cfcase value="Text">
               text field
          </cfcase>
          <cfcase value="File">
               file field
          </cfcase>
          etc
     </cfswitch>
</cfoutput>

1) make the file fields the last in the form.

2) if the file field is empty, use JS to *disable* the field.
