The project I mentioned previously basically did exactly what you're
trying to do: the user uploaded a photo, and got to select one of a
number of custom borders.  ImageMagick was then used to lay the border
on top of the original image and return it to flash/the user.

In conclusion, this definitely *can* be done as I mentioned - it's
possible to resize, add borders, crop and overlay multiple images on top
of each other.
