Changing passwords is an server-specific function; passwords may be stored in LDAP, /etc/passwd, MySQL, userdb, or any one of a million other places.

There's a bug for this feature (closed as 'wontfix') at
  http://trac.roundcube.net/trac.cgi/ticket/1484135
