The NFC Web API for Tizen IVI has been done (as per https://crosswalk-project.org/jira/browse/XWALK-432). Having said that, I see there are some bugs opened against the implementation in the Crosswalk JIRA. Can you check if any of these match the problems you are facing. If not, I would advice you to file a new bug report.
