Hi Jean-Baptiste, thank you so much for initiating this, I would be happy
to help with #1-#3.

+1 to moving to a 1.x version number since the public APIs are largely
backward compatible/stable.

No strong preference between GitHub and Jira, though GitHub does reduce
some cross system overhead. At the same time, Jira provides a few features
that GitHub Issues does not. I would love to learn additional perspectives
from the community.
