It's currently necessary because the old culture was obstructionist. Same as 
the old Lucene culture. It's a great culture for maintenance mode. Lucene 
changed that because of a couple aggressive people. The results speak for 
themselves. I've watched people spin in circles for years trying another 
approach. We have made very little progress on many simple, common sense 
issues. I'm ready to make some progress or go home. To let contributors help 
us. To get their patches in. To help them work around problems rather than just 
put up easy to lay down road blocks.

We have a lot to do. Our current pace, the pace of the past 5+ years, it won't 
cut it. It's no good.
