An alternate idea is to detect the configuration where the transient cache is 
too small as an invalid config and stop loading cores entirely, with a nice red 
error message in the admin UI.  If it's possible to get a loadOnStartup count 
before any core loading starts, Solr could refuse to start ANY cores.  I'm a 
fan of the "fail fast and fail hard" approach.
