bq.If we're going to undertake a large refactoring of the streaming
infrastructure for performance reasons, then I'm going to insist that we take
that approach.
I'm not touching any of the streaming code for this. The rafactoring was done
to cleanup the unnecessary dependencies it introduced un ResponseWriters etc. I
am going to split the ticket further. the refactoring is unavoidable.
