[~mikemccand] I updated PR with some extra changes:

- Fixed typo in testUpgradeWithExcplicitUpgrades
- Added usage for -include-new-segments options
- Also added -num-segments option for IndexUpgrader and usage
- Added random toggle for new options to be added in tests
