[~markrmil...@gmail.com] - could you explain a bit more about "not using" Solr. 
I understanding "not hosting" (option 1, and 2) but you seem to also want to 
exclude option 3 and 4. 

As a straw man argument: since we are already building the ref guide as part of 
the process, we could theoretically index the just-generated ref guide into 
just-compiled Solr and put the generated index into example folder to ship with 
a custom Solr config (similar to /browse example). For size purposes, it could 
refer to the stable URL locations to display actual pages and not store any 
fields. That would a variant of the option 3. I am reading you as -0 on that, 
but not clear on why.

Just to re-clarify, I feel this issue is both technical (current search sucks, 
etc) and also community/politics optics similar to "the ugly homepage" issue we 
had until a new one got sponsored. I think, ideally, we would discuss both 
aspects and find a solution advancing both halves of the issue.
