[~markrmil...@gmail.com], I have been discussing this very issue with Infra on 
their hipchat channel, then I saw your comment.  One idea they had was a VM (or 
maybe two for fault tolerance, I intended to ask about 3 for SolrCloud).  That 
solution would serve documentation pages and access Solr locally.  The project 
would be responsible for the software on the VM.

If there's strong opposition, I can drop the discussion with Infra.
