Hold on a second... the entire orignal purpose of
{{mirrors-solr-latest-redir.html}} was to be a (javascript) based redirect to
the mirror system, so that the analytics javascript in the page could roughly
esitamte number of downloaders.
if we eliminate the redirect (which i don't have any particular opinion about)
then there is zero reason for that page to exist -- it would be completley
redundent with {{downloads.html}}
Second.. this is not a solr (product) specific situation. the use of these
redirect style pages was made at lucene (project) level, and the same pattern
exists for lucene-core...

vs
https://lucene.apache.org/core/downloads.html
..so if someone is going to change this, it needs to be considered holisticaly,
(and this jira should be recategorized as a LUCENE issue)
