In my opinion, we should not be relying on un-committed Lucene code, as it may 
change or even never get committed. I think this Jira should only consider the 
current ComplexPhraseQueryParser and we can create a new Solr Jira that depends 
on LUCENE-3758 for the order/unordered query.
