downloads the internet when resolving lucene-local artifacts.
Building Lucene/Solr via Maven, when the {{<version>}} is
{{something-SNAPSHOT}}, will not pull any Lucene/Solr artifacts from Maven
Central, since it doesn't host snapshots.
